Depends on the situation, a lot of the times you might use a mixture of both. |

I usually make background components (menu frames, other stuff menu-y) as scale. For buttons and sub components I prefer to use scaling horizontally, and offset vertically.
But it's entirely a preference thing. And you need to understand how scale and offset affect one another before you can really know what to do. |
