INTRO: We are tired of seeing every President from the start of NUSA to SuddenRush12G appoint Senators that have no-experience and are merely there to aye said President's appointment, this is not democratic and all and completely corrupt. Today we will solve this issue. Be it enacted by the House of Representatives and the Senate, 1. This bill shall be called "Amending Article 1, Section 3 of the Constitution". 2. Article 1, Section 3, Clause 2 will be removed and changed. 3. This clause will be changed to, "The President shall have vested within him the power to fill vacancies that are found within the Senate, by appointing members whose terms shall expire at the end of the current session being hosted if there is the need for quorum to be reached and at least 10 minutes have elapsed since the session was scheduled to begin. He may only appoint the minimum number of Senators needed to reach quorum, for example, if there are already four there he may appoint only one temporary Senator as quorum is 5. This may only happen at regular in-game sessions that are not approvals or impeachments regardless of who is being approved/impeached. Once a total of 5 vacancies occur in the Senate, special elections shall be held by the Senate Elections Committee. And 1. Article 2 Section 1 shall be added back to the constitution and Article 2 Section 1 Clause 1 shall be removed. Section 1 here "SECTION I. The executive power shall be vested in a President of the United States of America along with the Vice President. He shall hold his office during the term of six months, and be elected by a majority vote of the electors." Clause 1. Any citizen of the United States which has been in the group for at least five months will be considered an elector. - Due to Sixteenth amendment guaranteeing people their right to vote if two months of age or older. Nay. Presidential appointments shouldn't be just to fulfill the quorum - they should be to restore the Senate to its full working state, with 21 members. By the way, I think you would save yourself a lot of time if you consulted with Congress instead of repeatedly presenting this amendment over and over again with minor changes.
