These are the rules and regulations that you have to (or even MUST) follow:
Rules on Villages:
-Don't advertise your own Village on other Villages group wall.
-Don't interrupt other Village's events such as Exams, Tournaments, Meetings etc.
-You must leave organizations that are against Villages, TEAN if you are Jonin Sensei+ in your Village.
-Don't free rank.
-Don't AA Villages, TEAN.
If you break one of the rules, the punishment will be severe or not depending on what rule you broke.

How to become a Kage?
-You must be Sub Kage in your Village.
-You must be active.
-You must have a great leadership.
-9th Kages+ are chosen by the 7th, 8th Kages.
-7th Kages are chosen by the [TEAN] Daimyōs+.
How to become a [TEAN] Commander?
-You must have a great leadership.
-You must be active.
-You must be capable of solving problems.
-Commanders are chosen by [TEAN] Daimyōs+.
