An amendment to enact Judicial Reform (Mario-ish Amendments)

WHAT THE AMENDMENT DOES
=> Accomplishes what mario has envisioned for the Judicial Branch while creating a more efficient and stable system.
=> Removes the appeals district. The responsibility of the appeals district will be absorbed by the Supreme Court due to EXCESSIVELY LOW amount of cases that are appealed.
=> The Supreme Court is now 4 members. The positions of ACCJ's, AA, JA, and AJ are removed. The size of CJ is increased to 10 to compensate. Due the fact that ACCJ/AJ/JA position exists to help manage the hiring/firing of CJs/JA/AJ, it has become useless now that Court Justices are appointed by the Governor and Confirmed by the Senate. I have also made Court Justices, SCJ's, and the CCJ more accountable for failing to do their job by enabling Reps/Senators/Speaker/Lt. Gov the ability to impeach for "Judicial Negligence (ie: NOT DOING THEIR JOB)"
=> SCJ takes up what little roles the ACCJ would have otherwise had.
=> Lifetime appointments. Gov appoints. Senate Confirms. Of course they can be impeached for committing crimes, judicial negligence, etc.
