I would say have the guests talk. Not ACTUALLY talk like accounts with 13+. Like develop a chatting system for the guests, and make up some nice things they can say, such as "I like your character!". Same goes with comments. The guest can choose whatever, and click comment.
It's REALLY hard to communicate with guests, because they can't talk. Say your in a team of 2 with a guest. You want to say "Go over there" or "Follow me", but they won't be able to respond. If you added it, guests can respond to you (if they listen).
Another thing you can do is bring back the safechat system back in 2011.
