Section 1:
Rank Structure
Cadet: Cadets are civilians who are in the process of becoming troopers. Cadets may NOT arrest, drive, or conduct police activities alone. Cadets must patrol alongside other Troopers to learn and gain experience, but may not be put on duty alone until completion of the State Police Academy.
Suspended: Troopers that are suspended are put here to signal that they may not patrol or conduct police activity until their suspension is lifted. See Section 3 for more information.
Trooper I: Trooper One is the most basic trooper. They are probationary troopers. Trooper One may patrol and conduct police activity alone but should not take leadership roles.
Trooper First Class: Trooper First Class is a more experienced trooper than Trooper One. Trooper Two is not probationary and may oversee the probationary troopers and cadets.
Corporal: Corporal is the rank under the sergeant. This position will help the sergeant do any task they need. They can watch over troopers if sergeant needs a help.
Sergeant: Sergeant is the most basic leadership position. Sergeants may act as Patrol Supervisors and oversee operations of troopers in their patrol areas.
Lieutenant: Lieutenants are junior officers. They may be Division/Unit/Post Deputy Commanders for some divisions/units.
Captain: Captains are officers above the rank of Lieutenant. They may be Division/Unit/Post Commanders for some divisions/units.
Major: Majors are senior officers (below executive staff). Majors oversee the operations and patrols of large areas and the multiple troopers under their command. They may be a Troop Commander.
Lieutenant Colonel: Lieutenant Colonel is also referred to as a Deputy Superintendent. There may be four (4) Lieutenant Colonels that each serve different roles.
Section 2:
Basic Rules and Regulations
Note: These are NOT all rules, just the general ones.
1. Always listen to, obey, and respect your superiors.
2. Cadets may NOT drive AT ALL.
3. Only Lieutenant and above may authorize special permissions (Units, Riot Response, etc.)
4. Cars that do not respawn when you die or leave the game MUST be returned to the Troop Barracks prior to you leaving the game.
5. Troopers cannot enter privately owned property without a warrant, active 911 call, or suspected crime in progress.
6. During an interrogation, citizens must have their rights read to them and may call an attorney if they wish.
7. Call in ALL operations on the radio. (Traffic Stops, Arrests, Responding, etc.) If it is not on the radio, it did not happen.
8. Use 10- codes and radio codes.
9. Be professional on the radio. DO NOT use it for personal conversations.
10. The uniform is to be worn at ALL times while on patrol.
11. Obey the law. You enforce it, you must follow it too.
12. DO NOT use Lights and Sirens to get around slow cars or traffic lights. That is abuse of power.
13. NJSP Undercover and “Ghost Cars” (Grey and Black) are for Highway Patrol SGT+. The Blue “Ghost Car” is off limits.
14. You will address any and all personnel ranked above you as “Sir” or “Ma’am”, not by their names.
15. Matters relating to suspensions, removal, and punishment may not be taken to Pennsylvania courts. However, an appeal with the State Police may be filed within 48 hours of action taken. [Suspensions and Removals are internal actions]
16. All violations of handbook, laws, or policies in-game are to be sent to an Administrator, not taken out while on Patrol.
Section 3
Punishment Policy
The PSP punishment policy will be followed when disciplining troopers who have made mistakes and broken rules.
First Offence: Verbal and/or Written warning (Suspension if severe)
Second Offence: Suspension for 1 Week.
Third Offence: Suspension for 2 Weeks with State Police Staff Hearing for Removal.
Minor Offences(Include but are not limited to):
Speeding
Moving Violation (Ticket)
Failure to return vehicle to Troop Barracks
Lying
Failure to yield to an emergency vehicle
etc...
Severe Offences(Include but are not limited to):
Impersonating a Higher Ranked Trooper
Disrespect toward a Superior
Abuse of Law Enforcement Powers
Racism
Violations of the Handbook
etc...
*** NOTE: Personnel may be suspended due to an ongoing investigation or court case ***
Suspension Rules:
Troopers MAY NOT patrol and/or enforce laws as a State Trooper during a suspension.
Troopers MAY NOT be in uniform while participating in any New Jersey related activity during a suspension.
Troopers MAY NOT drive State Police vehicles during a suspension.
Troopers MAY NOT enter the State Police Barracks/Station during a suspension.
Troopers MAY patrol if they are part of another Police Department other than the State Police during a suspension.
Troopers MAY still go to NJ Servers and games during a suspension.
Section 4
Dress Code
A Trooper’s dress code is very important because, by wearing a uniform, you not only represent the State Police, but the State of Pennsylvania , and it’s Governor. The Uniform is a high honor.
Other Rules:
Troopers must be clean shaven and in the proper uniform that corresponds to their rank.
Absolutely NO hats are allowed besides the approved hair style.
Ranks Cadet-Sergeant First Class are to wear the NJSP hat without gold leaves on the brim.
Ranks Lieutenant+ are to wear the NJSP hat with gold leaves on the brim.
No other hats are to be work with “Blues”
Sunglasses are allowed as long as they do not cover the entire face, only eyes. Sunglasses during formal events are discouraged.
No items such as dog tags may be worn.
The Ranger Hat is NOT dress code and is not to be worn.
Personalized NJSP shirts are for those ranked Dep. Superintendent+.
Those in the personalized shirts may wear either hair or the black cap with NJSP patch on it.
Section 7
Code of Conduct
A Pennsylvania State Trooper is to show good conduct through their actions and words on and off duty. Troopers represent the State Police and the State by the way they act and what they say everywhere in public. Troopers need to show good conduct, do the right thing, and not make trouble on and off duty. Failure to do so will result in suspension, and in severe cases, termination.
Section 8
State Police Groups
For groups/divisions of the New Jersey State Police to be official they must meet the following requirements:
Owned by the Attorney General, Constitutional Holder, or State Police Superintendent.
Operated by the Attorney General or State Police Superintendent.
Rules and Regulations are formalized and approved by State Police Staff.
