It's saying that the other other group isn't allowing enemy declarations..

That's because the other group isn't allowing enemy declarations. (Group Admin -> Settings -> Allow enemy declarations)

You could, in theory, declare war on that group without a declaration.

Because they haven't checked the box for the "Allow war declarations" setting. (Group Admin -> Settings -> Allow enemy declarations)
