This system will help minimize rule breaking.
When users are notified of this, they will be inclined to report people to get the reward of 10 R$. If the report(s) is false, then they will get no R$. If someone is to break the rules, then they will lose 10 R$.
The system will also incline users to not break the rules, and obviously make sure that there's less rules broken due to the fact that there is A LOT of people eager to report rule breakers. |

Then you end up with people abusing this by using alts to break the rules and getting rewarded from it, or encouraging or agitating others into to breaking rules for money. |

This would just lead to everyone reporting everyone in the hopes that they did something banworthy. Do NOT incentivize player reports, it never ends well. |
