I say that we add a premium feature that only allows BC members to post comments on hats. Not only would that solve the current problem with trading it will also prevent lots of excess spam and will encourage more people to buy builders club. (only BC members would also be allowed to see what people post)

This. The only thing I don't support is the fact that it's a feature for only "hats". This should be a feature that all creators should be able to toggle on their clothing as well as hats. This will allow pages to have way more quality posts and less unnecessary spam for both NBC and BC users. I doubt it'd be put to a lot of use if it were only for hats anyways.
