Hello, My name is EuroLX.
I participate In 2 of the many NUSA divisions that use the silence code.
The Silence code is basically not being able to talk while on patrol at our cities unless with proper reasoning. Example: If someone asked a questions you cannot answer them, If they said hello you cannot say hello back. At all times they must be talking in team chat and or /e with the radio.
My issue with this is the point of it. I asked many leaders of our divisions what the point of it was and all they could say is to assure maturity. 1st of all if they aren't mature enough to know what to say at what situation then they don't belong in that division. 2nd of all yes this is a game, i understand the group is based on roleplaying but since when does silent rules exist irl? People play this game to make friends, to be social and some divisions have for some reason a right to remove that. What fun is there in walking around and not being able to talk to the fellow civilians or even other divisions.
The only time I feel this somewhat appropriate is for the new agents. The Agents in training, but not the whole groups that just doesn't make sense. As a AiT you are in the learning process so its fine to sit there and learn. What division leaders look for in an agent is activity, if you are active you are more then likely to be hired. How can someone enjoy being active when there stuck in a box watching other speak to each other.
I think theres a limit to certain things like removing freedom of speech. There is no point to it for the long run. You people gotta realize this Is a social game people like to be social, don't remove that because that just removes that person's interest. There are soo many other reasons and I am sure as you are reading this you can think of one why this code shouldn't be existing.
I personally love my jobs and I can live with the silence code but i just don't see the point in it existing.

The silence code is something I always refused to follow regardless of the agency/department I was in. I like it when users are talking and enjoying themselves at our cities. If the silence code is put in place to "show maturity" then the directors need to reconsider who they are hiring. If directors have to put a silence code in to show maturity then the director has a serious problem with hiring.
Some directors forget that this is a game, and it's not going to be 100% realistic. I'm all for freedom of speech and expression and I understand that agencies and departments can introduce their own rules etc. however it's getting to the stage now where it pains me to see an SS on duty who I know, and know for certain that they want to talk to me.
It's difficult to communicate with users on silence code because of the fact that you can't do non-verbal communication other than jumping. What does the jumping signify? it's very difficult: it could mean "help" it could mean "hello" it could mean "stop". The silence code is a pathetic way of showing maturity. Just don't hire immature people, directors, it's that simple.
Fun fact: I never followed the silence code when I was in SS back in February ;) I wasn't scared of being fired and nor should you. I encourage all of you to use your rights.

i completely disagree
the silent code helps represent an elite agency for its discipline.
it always keeps people's mouth shut when saying stupid things
of course, teamchatting is allowed in order to communicate, but i don't know how other agencies do it

as your job as a professional government agent, talking to someone is a distraction. unless the question is important, disregarding the person is the best move.

you seem to forget that this is a game, which is a point you later make. but in this game, if you want to be in a division, you have to be good at following orders. if an officer orders the silent code, stay silent.

actually, the silent rule does exist in real life. infact, you use your agencies as prime examples who does often enforce a silent rule. (SS) even people out of the USA, for example, the british guards, have a silent code.

you see, even though washington d.c and las vegas are supposed to be social places, the people who enforce the law has to sacrifice this 'right'. you did not sign up to be in a division so you can show off to your friends. you signed up to take responsibility to protect people.

a director doesn't go asking people to join their agency. they give people a chance to join through a series of tests to show if they qualify. remember, the people are wanting to join the agency for their sake. if they can't handle a silent code, then they can't handle the responsibility of a law enforcer

if you are at school and your teacher is giving a lesson, do you start talking? if you do, the teacher will probably ask you to shut up. do you start ranting about how the teacher is removing your freedom of speech? no lad, it doesn't work like that.
