You don't need 16 gb of ram for those specs @option 2
Option 1 is better.

My PC personally has better specs than these, it's a bit like option 1 but a better processor and video card.
I personally got 16 gb of ram but discovered that one of my ram cards were causing blue screen crashes (faulty hardware, wasn't even second hand).
Even with 8gb of ram I can run all my games with no issues at all, you don't need 16 gb of ram.
If you do get 8gb, you need to consider whether to get 2 4gbs or 1 8gb as you may want to upgrade later on (I would recommend the latter).
Also if you need a wireless wifi card I would recommend this one:

16 gb isn't really needed in most cases, so that'll be fine. If you end up needing to upgrade (doubt this'll happen), then you can do it easily.
gtx 960>gtx 750
boot time with the SSD is nice but if you don't turn off your computer...
