Mandatory Warnings

Preamble: If passed, this will hereby require all citizens in the city of Las Vegas to be given a warning prior to being arrested for any misdemeanor/minor crimes written in this statute.
Section I:
(a) Citizens in the city of Las Vegas must hereby be given an official warning prior to committing any of the following acts/arrestable offenses.
(1) Misdemeanor, reckless driving, speeding, hate crime, vandalism, jaywalking, harassment, and threatening behaviour. ANY other acts or arrestable offenses with the LV arrest tool, may conclude prior to any given warning.
(2) Only 1 warning is required, if said warning isn't given and proof is recorded, law enforcement would hereby be breaking this statute for Las Vegas.
Conclusion:
(1) This would officially make it mandatory to give at least 1 warning for minor crimes and hopefully lower the abuse rate with our local and federal law enforcement.
(2) A poll was held regarding this statute on my Twitter, https://twitter.com/OzzymenRBLX/status/745405084448727045, even part of the percentage wanted more warnings, however I didn't feel it was neccesary.

Nay due to new LE wont know this rule and they will get in trouble for this when they never knew about it, and because I dont think a warning should we required

Municipal* departments might only be the ones *required* to do it, but the LVCC can mandate what teams are allowed at our city and have the right to regulate it. I'd also like to say, the President also will most likely agree with this, as we're both close and could even help with an executive order if needed.
It's not like they wouldn't follow it out of principle anyways, some agencies enforce our laws regarding tazing people when it's illegal to joke around about it now. *deemed by the LVCC*
Also it's warnings for minor crimes, have you never been false arrested Rare_Dev? I sure have, go on an alt and see how law enforcement act, people know better than to do it around me in-game or I call them out. :P

those are very common arrests that can't be prevented with only a warning

Let me repeat that:

I feel like that is literally blackmail for agencies that don't give warnings.

That, and what would consider as a minor crime? Possession of illegal substance? Would that consider as a minor crime?
And what if you get into a 10 minute long police pursuit which normally ends in a reckless driving charge. Does that get a warning?

It's not blackmail lol, federal agencies should follow our local instated laws or they shouldn't patrol LV.
Also, of course using common sense, if you're in a long-time chase, you can arrest without warning. That's just sort of common sense though, like a judge wouldn't order you rogue for not giving a warning lol.

People already generally give warnings, I usually give up to 2-3 warnings before making an arrest for minor crimes like this. This only makes it mandatory for 1 warning by the way.

You can't be arrested for a misdemeanor though, only detained and brought to court.
