BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: This bill is created in an effort to minimize and manage jurisdictional issues between any and all established law enforcement agencies.
SECTION 2: This legislation will by the Firestone Department of Public Safety.
SECTION 3. 'Primary jurisdiction' is defined as what an agency is primarily responsible and accountable for providing law enforcement to (i.e a city or town).
SECTION 3A. 'Secondary jurisdiction' is defined what an agency is not directly responsible for providing law enforcement to, but may provide to if necessary.
SECTION 3B. Official group descriptions and forums outlining the responsibilities and abilities of current and newly established law enforcement agencies will be legally binding alongside this bill.
SECTION 3C. The Firestone Department of Homeland Security, the Firestone National Guard Military Police Division and the Firestone Department of Corrections are authorized to use the highways (which serves as secondary jurisdiction) as a means of travel and are permitted to enforce county ordinances, state laws and perform traffic stops.
SECTION 3D. The Firestone Department of Corrections, Firestone National Guard Military Police Division and the Firestone Department of Homeland Security will remain confined in their primary jurisdiction, but may patrol out of their primary jurisdiction if a crime or traffic offense has been committed while in their presence, and if the offender enters their secondary jurisdiction; if the offender leaves their secondary jurisdiction, both agencies are authorized to follow the offender and engage in a pursuit if necessary.
SECTION 3E. All law enforcement agencies of the State of Firestone and a respective county are required to respond to typical calls of service in their primary jurisdiction, but are restricted from responding to calls for service outside their primary jurisdiction unless no other units having primary jurisdiction where the call of service is located are close and/or are unable to respond (this will only apply if the call for service is a considerable amount of distance to maintain; if the call of service will not take long to go to, the responding law enforcement officer may respond and take care of the call of service at their discretion. Law enforcement agencies may respond if a unit requires assistance, and no other units holding primary jurisdiction or are close enough are able to respond).
SECTION 3F. All law enforcement agencies of the State of Firestone, regardless if it is a state-level law enforcement agency or county-level law enforcement agency, are authorized to have full jurisdiction throughout the state in the case of a state of emergency or an emergency in the Firestone State Capitol.
SECTION 4: This legislation will go into effect immediately.
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.
