if you're hiring a professional programmer to do it they usually charge by the hour probably like $10
if you're hiring a someone from here i have no idea how much they would charge sorry but it would probably be crazy expensive
but you could do it yourself for free
js for the discord bot (really easy language)
php for web server (really easier language)
plus there's open source discord bots everywhere so it wouldn't be too hard to figure out how to do it
