I think that we should found a S&I Bait Quality Control organization that grades baits on that part of the forum. A scale should be created for grading baits that goes from "indistinguishable from a serious suggestion" to a "spam trash post".
My proposal:
Grade 0 - A spam post without any content - for example, something that was posted accidentally or actually belongs into OT and will probably receive a "Dumb question = dumb answer" reaction or just be ignored. Example: "Lol it's raining!"
Grade 1 - A post that was meant not as bait but as spam. Example: "LOL UMAD GIVE NBC FREE ROBUX AND KILL ALL BCERS PLS!!!!!!1!!1!1!1!"
Grade 2 - A post that was intended as bait but still has a spammy feel to it due to being especially provocative and unserious, being short and contains many orthographic or grammatical mistakes (that includes writing in allcaps or only in lower case letters or typos). No effort was made.
Grade 3 - A minimal-effort post that may be longer but is worded in bad grammar and contains provocative WNTS elements or is completely unoriginal (e.g. something that has been proposed 9999999 times already).
Grade 4 - The baiter made moderate effort; while the post can still easily be distinguished as bait, a serious discussion may arise; however, only few people will seriously defend the suggestion. Example: my shorter Anti-NBC rights / make ROBLOX P2P posts.
Grade 5 - These posts may be longer and include serious arguments. The baiter has put effort into the post; it often reflects his personal views. While the majority of the community will be against the proposal and a large minority will see it as bait, some people will stand up for the suggestion and a discussion which can end in a flame war can arise. These threads should be reviewed by moderators when they have nothing else to do to search for good ideas, even if they are still provocative and contain WNTS elements.
Grade 6 - These posts are longer and the poster tries to keep up good grammar; they are often semi-serious. While some people see them as full suggestions, some people still see them as bait. Such threads should be reviewed by moderators as they may contain unpopular but good ideas. However, such posts can also be intended as "professional" bait intended to be indistinguishable from normal suggestions and may be intended to be provocative. Example: my 20 Suggestions.
Grade 7 - A post written with professional grammar and language which is in most cases even intended as a serious suggestion, but contains WNTS elements and may be controversial (e.g. "The Truth about ROBLOX"). A hefty discussion can and will arise. These suggestions should be reviewed for their good quality by moderators - they can benefit the community but can also be plain bait masked by grammar and language.
Grade 8 - A professional suggestion that consists of a professional essay. These suggestions can be and sometimes were implemented. Often, these essays will be subject to a professional, spam-free discussion and will receive reaction in form of other essays.
Grade S - A short suggestion that is good yet short and unprofessional. Often, these ideas are forgotten, but sometimes, they give birth to new updates.
Grade X - Anything that can not be classified as any of the above grades.
