As Br_ay has stated in another forum, please contact leaders on matters that said leader is specialized to deal with. In this forum I will be outlining when to contact a specific person.
Any major issue that is related to the Clone Army should first be brought up with a Grand Marshal who may refer you to a higher rank if deemed necessary.
PLEASE NOTE: Small issues like Division free ranking or Random Killing at Alderaan should be brought up with the Commander ranks and not the Grand Marshals.

Any major issue that is related to The Jedi Order should be brought up with Grand Master Yoda.
PLEASE NOTE: Small issues concerning Jedi should be brought to a Jedi General or Jedi Master.

Any major issue concerning the Red Guard, Senate Guard, the Senate or any major issues with the Republic as a whole should be brought to the Vice Chair or Chancellor Palpatine.
PLEASE NOTE: ONLY contact the following people is EXTREMELY necessary and any minor issues concerning the Senate should be brought up with the Speaker or the Chief of Staff. If the issue concerns a guard division then please contact the Senate/Red Guard commander.
