While there are a lot of PGed accounts, banning all users would be very counter productive as it would be punishing non PGed users while not really affecting the PGed ones. |

HOW TO TELL IF A 2006-2008ER IS PGED OR NOT
1: check through their inventory
2: if they have a giant gap in items (like at most ones created 2008 to at most ones created 2015, not counting exploited ones like bugbot or last egg)
3: if they are heavily active past that big gap, then probably pged. if not, then no
