Second, open the court up to the other bright minded members of the genre, and send envoys out to let clan's know of the order, with multiple credible leaders vouching for it. Third, Address the shogunate issue. And allow others who want to, and can do things to help the genre. Even go out of the way to recruit them if you have to, individuals namely like Mancid_Ranko, he was a very good developer for multiple clan's hes the one that made that separate "genre" then left it. Chicao, who has multiple ideas on how the court can address issues, but is often ignored due to the bias you may or may not have, and the bias Daimyo Oni and ujinobu likely have.
Accept TairaKiyomori's shogunate and recognize it, give him a place in the court. and speak with Chicao, Oni, Ujinobu, Taira, heck anyone and everyone about establishing a rule for challenging the shogunate after set period's of time like one or two month's if leaders are not content with the shogunate. This allows those who are most active ready and willing to take over that authority and have time to apply their ideas at court, addressing issues. and allows those who disagree to take them down after the month+ period if the ideas clearly did not work etc.
But keep the court centered around the imperial order open to all Daimyo's ideas instead of just the shogunate and its supporters. Then have active members of the court or you yourself validate the decisions the court makes and inform everyone of the genre.
Four(really important one) be neutral,think carefully, tread lightly and be benevolent.
There shouldn't be a reason for people to not support you.
Five, Establish a method for choosing the next emperor, or make a title or name that can be inherited so a new user takes up the role of the same emperor. or adopts an imperial family name once becoming emperor. (this can be addressed once you have a full court active and ready)
Six, enforce the strict rule's the court has made or needs to make about stealing etc. But don't just kick people for it, help them get what they need, they only stole it because they likely don't have money or creative skill. My daughter personally got Mancid_Ranko's permission to redistribute his clothes to clans that need uniforms as long as he gets credit for making them. Or perhaps even the shogunate can supply clothes and tech to its supporters/ members of the genre to gain support. Then give them a good adviser to keep an eye on them and help them make wiser decisions if they are inexperienced.

daimyo jim sees the cool new clothes, daimyo jim knows better then to result to stealing when there are developers and assets from years worth of clan's around. Thanks adviser!
Seven, Address Authenticity, technology, uniform's, custom's You don't need to tell people what to do, just let those who honestly didn't know, how its supposed to be done and let them decide.
Eight,I stress again to allow the people you don't particularly like to court and hear them out! don't dismiss them! You're the emperor now, not a rival clan leader.
Remove the ability to declare enemies of the imperial order, if factions have beef, let them make faction groups to settle it, but don't let the imperial order be used for that.
Also don't let your member's of court dictate who does and does not join the court, or you will encourage the creation of political factions and bias around an entity where its not needed.
Lastly, allow the members of court to help develop the court. But don't allow them to dictate amendments to the rules or changes that just benefit them, think of everyone.
That said, don't be quick and rash to jump to conclusion's when people present ideas to you that you think is just for them, think of everyone.
I am going to ask a few daimyo to send a join request to the imperial order, and share the messages I have sent to you with them so they may be able to understand that you may be more open to the ideas now. and hopefully change their opinion of you and start a new chapter in the genre! I will send a join request myself.
I ask please to go through with the suggestions in this pm and forward it to the members of the imperial order or make it a forum post they can read. They should know whats happening.
And if you're open to the change I will nolonger address you as tadatsune, instead as Tennō.
One more thing, I would also recommend making a fictional backstory behind the imperial title and family, so daimyo do not feel its a position that can just be claimed tossed around and fought over like shogun. But that's something you should bring up in court.

Gomen'nasai once again. I am replying via mobile using data. Everything you said is very in line with what I believe and fight for. It's all the things in which I envisioned for the new Imperial Order to be. Our actions will respond to Tadatsune's reaction accordingly. Even if Tadatsune states that he agrees, I still personally feel very skeptical and doubtful about most of it actually falling through. If he does respond, I would greatly appreciate it that you share it with me.
