If we can't find them through 'people', then they're banned. Why do they still exist then? Why not remove them completely? They can't rejoin with that account, they can't support ROBLOX with that account, so it's useless to simply keep it in the ROBLOX database. Just exterminate it completely so we can take its username. Thanks.
TL;DR
Release the names the banned accounts previously held so we can use them wisely, simply because they cannot join back the game with a banned account. |

They can just change the name of that account to some random letter and numbers, and allow others to take its name?
Pretty easy solution imo. UserIDs have nothing to do with it. |

When a username is created or taken, it is logged onto the ROBLOX system. This is evident by how one's past usernames count as taken, and accessible only by their person. Their UserIds are also the same as those usernames are all under one sole account.
A User ID is one's personal identification – even once they're deleted it remains and their usernames are under it, hence why one cannot change their name to the one of a deleted account. To have ROBLOX delete their data would be disastrous.
Their data is the proof that people purchased things (e.g. R$, BC) – proof that they existed – who they have as friends – which places exist. Removing all that would, as I mentioned before, end up disastrous. Not only would several places go missing (would ALSO mess with asset IDs :D)... but friends lists would go bleh.

Castlemore is right, imagine that banned account uploaded a music track, if you deleted its existance, then every item of his made would be deleted of everyones inventory and it would cause a mess. |
