[Introduction]
Hello, my fellow Docklands Police Department officers. You may not know me as i have changed my name but i was previously known as Monaldo. I have found that i must run for Assistant Chief as the Docklands Police Department has fallen into a cesspit, a cesspit only i am courageous enough to enter and recover Docklands Police Department's integrity, respect and reputation.
[My Plans for repairing DPD]
First, i will change the training routine and have the Obby, Sharks and Colors removed as they do not help in anyway for patrolling within Harford. I will also focus heavily on Defensive tactics, Shooting Range and Traffic Stop as it is a must. By removing the fun elements of DPD the false arrests and immaturity shall stop. Furthermore, I will host an MR Training, one that is not rigged, one that only selects the very best of the Commanders as the Commanders are the top and must be the top and not act like Cadets. Moreover, I will be giving lots of suspensions that have to be there but no-one sees. Additionally, I have ideas of tier stages to get promoted, at each tier you learn different things.
[Why i should be Chosen]
I believe that i am a fair, strict, understanding and dedicated individual who shall stay committed to the work at hand (DPD in this case), so that i can improve DPD to the greatness that it used to be. Furthermore, I am the most active HR Superintendent, meaning that i can host trainings frequently and as a result fufill my duties. I also have experience in HR ranks in SWAT, HLS and Marines.

A couple of grammar issues within your speech such as I not being capitalized throughout the speech. If you are an Assistant Chief, you can't really change training stages as F3X isn't very functional in the training center.
