After you change your name, your user has technically reserved both names, as well as any previous names you might have had.
There probably needed to be some kind of wall to prevent users from just changing their name willy-nilly, and a time-based approach would not work because any long-time user could just change their name repeatedly as soon as they were able, eventually hoarding several dozens of names. Having it behind a paywall means only users serious about doing so, or users who are active and productive can do so.
