Preamble: Our President Pro Tempore has decided to take the rules into his own hands with his recent Resolution 18. He believes that he can simply bend the rules at his own will by passing a resolution, that however is not the case. Section I: The following resolutions are restored: (a) S. Res. 4 (Senate Resolution #4, regarding Forum Voting Guidelines). (b) ###R##. 5 (Senate Resolution #5, regarding Two Hours Warning for the Session). (c) S. Res. 13 (Senate Resolution #13, regarding Forum Counting). (d) S. Res. 14 (Senate Resolution #14, regarding Forum Voting Procedures). Section II: The following resolution is nulled: (a) S. Res. 18 (Senate Resolution #18, regarding Forum Votes & Resolution Voting Procedure) Reasoning: Resolution 18 nullifies Resolutions 4,5,13, and 14, the very resolutions that keep Congress bipartisan and fair. Those resolutions were created by myself (4,3, and 14) and HHPrince (13) to keep an adequate time for Senators to prepare, and to allow forum voting to be as fair as possible. Resolution 18 allows the President Pro Tempore or the Vice President to end a forum vote after it achieves a simple five votes- the complete opposite of the bipartisanship we strive for. At this crucial point in our nations history, we don't need to be bickering over bills or attempting to grasp power from one another. We need to bind together- all as one- and push for a better Congress. A bipartisan Congress... something that DevGralius abolishes with his clauses in Resolution 18. Push for a better future.
