We do not take any shady action against anyone. Instead, we operate with a new warrant system which will be explained later. Internal Affairs now run under a standard of Military Police. Upholding ALL Starfleet rules and regulations. The following will explain how Internal Affairs works. Warrants: Internal Affairs run under a "Warrant" system, which means no formal punishment can be issued without the consent of a Judicator or above. The Judicator is then responsible for watching the case and will be the judge in a court martial once evidence has been fully collected and reviewed. Warrants must be issued for any formal arrest, investigation or action against Starfleet Personnel. Warrant's don't usually apply to Field Punishment. Formal Punishment: Formal Punishment is where a fragile case, such as Treason has been committed and the accused can either not be punished by field punishment due to rank, or have requested a court martial be taken. Note, Formal Punishments take a lot of time, effort and usage from Starfleet and will mostly end cases, if guilty, with large punishments such as long demotions or exiles. Field Punishment: Field Punishment is simple and soft punishment issued during times of war or on the field where there is no need to waste time with a long court case, Internal Affairs respect any officers right to issue field punishment though also have the right to share there opinion, unless the punishment is unsatisfactory, in which case Internal Affairs may adjust it, Internal Affairs may not alter an Officers judgement without a warrant. Field Punishments can be short suspensions, kicks, bans or single demotions though abuse of field punishment will lead to a court martial. Court Martial's: any Starfleet Personnel may request a Court Martial be held if they are accused of a crime. A Court Martial requires an Internal Affairs Judicator or above to represent the Legal authority and give a full, unbiased judge of the guilt of the accused. A jury of standard Starfleet Personnel may be called to share opinion on the Court Martial during the court though one is not mandatory. The accused have the right to defend themselves in there court case just as Internal Affairs will put forth any and all evidence against the accused. If an Officer is accused of an offence, they will be stri########any administration powers until there case to prevent any admin attacks on the Federation. Investigations: Investigations into an individual or group of people may only be carried out with a warrant unless a direct threat to the Federation is sighted, in which case, it is the duty of any Federal Citizen, Internal Affairs or not to report it to High Command or an official Internal Affairs personnel. An Investigation must be kept confidential and unbiased and be carried out until the investigator has decided they have sufficient evidence or no evidence. An investigations into High Command may only be carried out with authority of the Director or His/Her Deputy Director. Arrests: Field punishment allows detention of personnel for the amount of time the officer sees fit, a Warrant MUST be acquired if an Officer is being arrested and they shall await trial in the "Suspended" rank until there Trial, a Warrant against an Officer may be given by an Judicator to arrest and investigate though High Command will be reviewed by the Internal Affairs Directory and/or a Higher ranking Admiral. Policing: Internal Affairs may police any stolen property from the Federation though if the owner of the property is present, it must be returned to them in the current condition it is in. If the stolen property is above the Internal Affair's personnel's clearance level, they have the right to confiscate it and return it to it's location or will dispose of said stolen property at the earliest opportunity. Internal Affairs may question any Starfleet Personnel if they are suspected in acting against the Federation's regulations or may be related to someone who is. An interrogation must respect the rights of the personnel and they shall not be harmed or acted against with force though it is mandatory that they do not with hold information or lie, to maintain the integrity of Starfleet Command's internal structure. Clearance: Internal Affairs personnel, during there duties, will report to the Internal Affair's chain of command and High Command [Unless High Command are being investigated, in which case, just the Internal Affairs Directory] and have the right to observe anything they deem involving to there task, they may NOT violate other secret branches work and may be overridden by Temporal Investigations or Section [REDACTED]. It is also noted that Temporal Investigations have the right to take a case off Internal Affairs [and is advised if it involved High Command] as do Section [REDACTED]. If you must investigate a member of Section [REDACTED] or Temporal Investigations, it must be done in conjunction with a High rank from the division being investigated. 0
