I disagree
There have been some fantastic leaders who haven't been able to lead successful groups.
This is staunchly different from say, 2011, when just about anyone could start a group and the biggest determinant was leading ability.
But imo there are 2 big differences.
The first is the expectations as far as development goes. A startup group is typically expected to have a professional fort, unique and exceptional technology, and professional GFX assets(logos, uniforms, etc.) The unfortunate part of this is that many people are incapable of the level of work that is expected, in at least 2 of these 3 fields. So the solution is to have a developer do it. But developers almost always are extremely expensive and/or hard to get a hold of. Some people do develop for free, but they are few and far between and may require a pre-existing personal relationship. Friends help friends.
The second is the hype. People are much harder to recruit nowadays, largely because of the aforementioned development expectations, but also because people want to be in a group that does well in general. People tend to give groups with less reputation a lesser chance now than they did before, whether or not that reputation is good or bad, deserved or undeserved.
And there are a few exceptions to this trend but the end result is that 99% of the time, if you don't have the money, you probably won't get far.

But money does enable the clan. No money, no good clan regardless of leadership(limited exceptions)
