I cant make a new developer product

I have a tycoon game im making and when i go to add a developer product, The tab is missing. I go to develop, click configure place, and there is no tab for developer products. However on all my other places developer products work fine. Please help and thx in advance.

Ok, the reason i cant make them is because the game is available to phone and tablet users, but when i click only available to computer users and click sava, it doesnt save.

Ok, i figured it out. It was NOT because the game was set to phone and tablet, but because it wasnt part of a game. for those who also might have this problem go to develop game (on the right) pick one that doesnt have a starting place and set your place to the starting place for a game.
