@eastercracker they don't, i imagine it would be difficult to try to force them too, as well also for some odd reason mongolia decided to settle three cities in whatwouldbe india, even though they had plenty of room in siberia and surroundings to settle cities there

"wait how do you do Civ V with only AI" "ingame editor" mod check the "complete kills" box before you make the game go to the editor and press "reveal all" make a submarine for yourself, hide it in the ice or something then delete your settler and warrior
