Miami Dolphins are 1-2 right now. If they lose to the Ravens they will be 1-3 and tied with Jets for last. But, since they beat the Jets, they will be ranked above them. Therefore, the Dolphins have clinched a playoff berth.
For the Ravens to clinch a playoff berth, they must win over the Miami Dolphins. If they don't beat the Dolphins they will finish 1-3, tied with the Jets. Since the Jets have beat them then they will be below the Jets in ranking.
tl;dr Ravens need to win over Miami to be in the playoffs, Jets need the Ravens to lose to be in the playoffs.
