Branch Transfer Regulations Act.
Preamble..
As our Military does not have a set regulation for the transfer of a individual from branch to another; for the past years it has caused conflict in our Military about how individuals should be transferred.
Section I..
This act shall be called the Branch Transfer Regulations Act.
Section II..
A branch is defined as one of the uniformed services of the United States.
ex: US Army, US Marine Corps, US Navy, and the United States Air Force.
A transfer is defined as a individual changing his employment under on of the uniformed services of the United states to another with consent and approval.
A JCS or Joint Chief of Staff is defined as one of the Military Service Chiefs of a uniformed service of the United States.
Section III..
In order for a individual to transfer branches; he must:
-Have served in his/her current branch for at least three weeks.
-Request and gain approval from his current JCS and the JCS of the branch the individual wishes to transfer to.
-Have valid reasoning for changing his/her branch.
Section IV..
Only the following may approve branch transfers:
-Chief of Staff of the Army (JCS/Service Chief)
-Chief of Naval Operations (JCS/Service Chief)
-Chief of Staff of the Air Force (JCS/Service Chief)
-Commandant of the Marine Corps (JCS/Service Chief)
Section V..
The Vice Service Chiefs, Vice Chairman of the Joint Chiefs of Staff, Chairman of the Joint Chiefs of Staff, Service Secretaries, or Secretary of Defense may not approve branch transfers without consent and approval from both of the Service Chiefs of both of the branches the individual transferring wishes to transfer to.
The Vice Chairman/Chairman of the Joint Chiefs of Staff may at will approve the transfer of a individual only and only if that individual is a member of the Joint Staff.
Section VI..
If a individual illegally transfers branches also known as branch hopping; he will be ordered to return to his original branch or be dishonorably discharged from the United States Military.

It sort of violates the constitution because you forgot to include the Commander in Chief for approving branch transfers, which the President and Commander in Chief can do, with sole Executive Branch and everything regarding the military being under his authority via constitution, besides like officiality of a declaration of war which still needs his signature.
Although I support the idea, it must be known that the Commander in Chief, Secretary Defense and whoever he allows to accept branch transfers, all come into play.
Nay, please revise it and re-do it.

My reply was very quirky because I was watching my friend play Battlefield 1 and kept stopping mid-reply so please excuse me for that! I'd like to see the bill revised to where it includes the Commander in Chief and the cabinet member, Secretary of Defense that preside over the Department of Defense/NUSM!
