And for the rest I've not met, I kinda agree with buddy WolfLink4.
For those who put "Inactive" or don't really know an officer's activity, don't evaluate. Simple. You're the ones who ruin the evaluations, so why not just keep it simple and do those you've seen around. Do bare in mind as well, timezones, school and other factors that may deem an officer's activity to be inadequate. Always keep informed.
