FA i like a training just MR Detective+ can onlye train.

[HR] Academy Instructor can train Detective to sergeant. Chief of SWAT cant train Detective to sergeant.[HR] Inspector Can do it same. [HR] Lieutenant can train [HR] Academy Instructor to [HR] Inspector.[HR] Captain Can do it same. Assistant Chief and Deputy Chief can host FA for all ranks. Chief of Police can host all FA for [HR] Captain to Assistant Chief the can Deputy Chief too.
