Reason:
The Jedi Order and Republic are both currently making their own decisions, however recently it has been noticed that their views can be biased of their own members. This is why instituting a Republic Senate and Judicial system would benefit the Republic Era greatly.
The Jedi Order's View:
The Jedi Order would have their council still have some form of a say in the decision making, however most would be done by senators and the people based on a court system. The senators would be selected based on independence for example no Jedi would be permitted to be both a senator and Jedi and no clone would be able to be both a Clone and Senator. The Senators would be led by a Chancellor and Vice Chair of the Senate who would be responsible for maintaining order in the meetings and court hearings.
The Clone Army's View:
Many clones have been attacking people for no reason or other purposes which can mostly go unpunished or a stern talking to sets them straight. However, there are still cases that need to be decided on for instance, a rouge clone decides to corrupt fellow clones and get them to turn on the army. If this situation gets beyond their commanding officers, the Chancellor will be in need of fellow peers to decide their fate. Not only will this make more lore be set into stone, it will allow different perspectives that are unbiased to the Clones.
The Senate:
The Senate would overlook and decide upon their own ideas through weekly meetings, similar to the Jedi council. However, these meetings would consist of new court trials and when they would be set up. The senate and it's own leaders would listen to a case presented and look over the evidence, voicing their opinions of what should be done. Once the senate has decided upon the action, that action is to be taken to justice based on the Jedi Order or Clone's own ideas. This would allow harsher punishments than the Jedi's normal nature, however fair and unbiased against those who have gone agains their nature. Many prisoners Clones and Jedi that are taken in by TG or arrested by clones are usually prisoners more than once. The persistent prisoners that are higher up on the list would be the main ones to receive trials, or the lower class prisoners who request it. The Senate would decide upon a list of priorities in these hearings and hold whatever number of court hearings they'd desire or feel necessary that week or in the mean time of their next meetings.
Closing:
In conclusion, this proposal would allow an unbiased and independent perspective on prisoner cases and give those on either side a chance to voice their opinions. Wether it is a higher profiled prisoner or a Jedi/Clone that has done something gravely wrong, the senate will allow a proper court session to be upheld.
