I don't think getting to choose anything you want out of the catalog would be such a great idea, although I think it would be neat if ROBLOX gave users a gift on their birthday. Sort of like the gifts that are given when you achieve somehing, maybe. Or maybe something like those ROBLOX visors with the year on them, except these would have something birthday-related with the year on it, so you can only get one per year, regardless of how many times you change your birthdate.
