To make custom faces, you must pay 2000 robux to create one. BUT, Roblox or a admin has to approve the face so you can wear the face. To SELL your face, you must have OBC, at least 50k place visits, and your account has to be 3 years old to sell your face.

LOOK AT THE OTHER PART "It has to be approved by a admin or Roblox" So a admin or Roblox probably would not approve a face that is worth over 2k
