Simple. Put it in a box when you first join and when you login for the first time after the update. Maybe not mandatory though so I'd probably just leave a welcome message with the link in there

reading a single article won't suddenly make the user very smart, they'll continue to think roblox is hiding something from them, it won't stop the scammers

I never said it would. I also SPECIFICALLY mentioned that people with common sense would understand this (note: I didn't say intelligent enough to realize a scam isn't real), and that would probably solve a lot of problems.
