Nay (May be considered unconstitutional as it restricts the right to a fair trial, until the person denounces his United States Citizenship to the Judge, he is a citizen of the United States and has to get due process which includes the admission of 'Not gulity' if he doesn't show and the appointment of a Public Defender when the trial is held in absentia.
