france before waterloo. they literally owned all of europe, but, after that they never achieved a decisive military victory without foreign aid prussia had a nearly flawless military record (except losing to napoleon in 17 days) and Russia has been an absolute monster since their dawn. from alexander nevsky defending Novgorod from the teutons, to russia defeating the ottomans, persians, and polish-lithuanians several times, to WW2 and cold war.
