I didnt get names but there where people lagswitching, but oh well. That raider wasnt game breaking so I dont see an issue with him healing us.

And yeah I did, I kept rushing from cover and healing others instead of staying back. I didn't really care about KDR at that point.

It wasnt cheating, if it was cheating there would have been a rule against it.
Even the Generals in the other server is letting it happen.
