The Superintendent oversees all admininstrative action by their command staff, and is the last line of administrative power. Colonel: Runs and manages the Indiana State Police. The Colonel can oversee all activities and events that happen with the ISP, and is the second to last line of administrative power. Lieutenant Colonel: Helps the Colonel with management of Indiana State Police. The Lieutenant Colonel is responsible for managing and supervising all officers, as well as High Command and supervisors. Major: Majors are responsible for helping to manage the force, but are considered further superior to Captains. Majors have administrative powers within the group, and more privileges than Captains. Majors do not need to send patrol logs, and are to file their own reports on the trello board. Captain: Beginning of the High Command/administrative ranks. Captains are responsible for overlooking force, as well as helping to manage it. Captains will also look over the Supervisors and see that they are doing their job correctly. An arrest must be based upon probable cause to believe that a crime has occurred, and that the citizen committed it. if the citizen is issued a summons, is is considered to be a "non-custodial" arrest. If the citizen is taken to jail, it is considered to be "custodial" arrest. • Contact A "contact" is a consensual encounter between a law enforcement officer and a citizen. It is only consensual if there is no show of force, assertion of authority, or interference with the citizens ability to leave. • Probable Cause Probable cause to believe that a certain situation exists requires more facts and more certainty than "reasonable suspicion." • Reasonable Suspicion Reasonable suspicion is a "particularized and objective basis for suspecting that a citizen is involved in criminal activity." A law enforcement officer must be able to articulate facts that indicate a reasonable suspicion of involvement in criminal activity. • Stop A stop is a limited detention for the purposes of obtaining a person's name and address, identification (if available), and an explanation of the persons actions.
