It has come to the attention of the Advisory Command that Brigadier Generals have very little hope for Lieutenant General due to how rare it is for a Department to open up. Previously, useless departments would be made up to fill these spots and to give worthy Brigadier Generals a promotion, but that never worked out well.
We are introducing a system in which each general will have an apprentice to assist them. As you already know, Generals supervise three aspects of VS, whether they are departments or divisions. The apprentice would work directly under the General and also supervise these departments with them and be an extra set of eyes and ears. Also, they will assist their General in his projects in VS and be expected to contribute ideas to their General to help improve VS. Lastly, the Apprentice must, of course, be active.
Each General will select their own Apprentice from the current brigadier generals, but the selected Brigadier General will remain at their rank for 1-3 weeks. During this period, the General will make sure they made the right selection and decide if they truly wish for the Brigadier General to be their Apprentice. Once the period is over, the General must get approval from the other two Generals, and the Empress must be notified of who the person selected is and have no issue with them for the Brigadier General to be promoted to Lieutenant General.
While the Apprentice will be given the rank of Lieutenant General, the Apprentice will not be marked equal to Lieutenant Generals that run a department. However, the Apprentice will be above Brigadier Generals.
At any given time, the General may decide to remove their Apprentice and place them back at Brigadier General. A valid reason must be supplied.
At any given time, the Benevolent Empress may remove the Apprentice from any General. A valid reason can be supplied, but is not required.
