▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ ARTICLE II - STATE LEGISLATIVE OPERATIONS : ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Section I: The Illinois State Legislative Branch shall consist of one (1) Speaker of the House, twelve (12) Senators, and fifteen (15) Representatives. Section II: The Speaker of the House is the presiding officer of the House of Representatives. The Lieutenant Governor, otherwise known as the President of the Senate, is the presiding officer of the Senate. Section III: The Speaker of the House shall be chosen by his/her colleagues in the House of Representatives. The Governor shall be the sponsor of the vote and make sure that no rules are broken. Sixteen (16) Representatives shall be elected at the beginning of each term, one of them shall be elected as the Speaker of the House. Section IV: The Governor of the State of Illinois may call Special Sessions of Congress. They may do so for their State of the State Address or any other important reasoning. Section V: The Lieutenant Governor, Speaker of the House, Senators, or Representatives may request for the Judicial Review of an official. Section VI: Impeachments for Congressional members must commence with a proper Judicial Review which shall be submitted to the Illinois Supreme Court. The Illinois Supreme Court must reach a super majority (⅔) for that action to reach the home chamber of the defense. From there on, the chamber shall question the defense at least three times and allow the defense to make a statement. The chamber of the defense must reach a simple majority (½) for the impeachment to be final. Section VII: Impeachments for the Governor, Lieutenant Governor, Speaker of the House, any members of the judiciary, Cabinet Officials, and other Executive and Judicial Officials must commence with a proper Judicial Review which shall be submitted to the Illinois Supreme Court. The Illinois Supreme Court must reach a super majority (⅔) for that action to reach the the Senate. The Senate shall question the defense at least three times and allow the defense to make a statement.The Senate must reach a simple majority (½) for the impeachment to move to the House of Representatives. The House of Representatives shall question the defense at least three times and allow the defense to make a statement. The House of Representatives must reach a simple majority (½) for the impeachment to be final. Section VIII: The House of Representatives and Senate shall be elected every six months. Their cycle shall follow the same as the administration. Congressional Members are to remain in their office until new officials are elected. The Speaker of the House shall be an elected representative who is elected Speaker following all procedures in C.II.III. The Governor of the State of Illinois shall have the ability to appoint individuals to fill vacancies in the Senate. The Speaker of the House shall conduct an Special Election to fill vacancies in the House of Representatives. Section IX: For a bill to become law, both chambers in the State Legislature must pass the legislation with a simple majority (½). The Governor shall then sign or veto the bill. If vetoed, a congressional member may author legislation to override the veto. A super majority (⅔) of the entire State Legislature must vote in favor of the bill to override the executive veto. Section X: Resolutions require a simple majority (½) in the chamber they were introduced in. Resolutions can be passed to enact things in that particular chamber. The Governor nor the other chamber of the State Legislature require approval of the resolution. Joint resolutions must be passed with a simple majority (½) in both chambers and do not require approval from the Governor. Section XI: Amendments to this Constitution or Articles and/or sections require a super majority (⅔) vote from both chambers of the State Legislature. Section XII: The Senate shall confirm all Supreme Court nominees with a simple majority (½). For the nomination to be official, it must be submitted by the Governor. Section XIII: The Speaker of the House may create special committees in the House of Representatives whereas the Lieutenant Governor may do the same for the Senate. Section XIV: The Presiding Officer shall break any ties. They have no vote on any other occasion. Section XV: If a presiding officer is up for impeachment, the opposite presiding officer must preside over the session. If the Lieutenant Governor position is vacant, the Speaker of the House shall preside over the House and Senate for the time being. If the Speaker of the House position is vacant, the Governor shall preside over the House of Representatives. Section XVI: The Senate may call for a State of Emergency or Martial Law. They must reach a simple majority (½) for the enactment of either. Section XVII: The Senate must approve all official treaties with Foreign Nations with a simple majority (½). This allows that nation to ally the main group. Section XVIII: The Speaker of the House is responsible for managing legislative capital staff. Section XIX: For a session to initiate, the chamber must have a majority of (⅓) present. Sessions are mandatory and must be attended if the congressperson is online.
