The Wealthy Citizen rank can be earned multiple ways.
The first way is to purchase a donation, basically help running the group with ads and stuff.
Second way is if your a rank that doesn't exist in the group roles, you will temporary be ranked to Wealthy Citizen until your rank is made and your ranked to it.
These are the current ways in getting Wealthy Citizen.
