Senate Resolution on Senate Foreign Affairs Committee. (Second time)
SECTION I.
(a) This resolution shall be known as "Senate Resolution on Foreign Affairs Committee"
SECTION II.
(a) Upon passage of this resolution, the Senate Committee on Foreign Affairs shall henceforth be structured;
1. Chairman - Elected by the entire Senate and a member of any party.
2. Vice Chairman - Elected by the Minority Party and a member of the Minority Party
3. Ranking member - Elected by the Majority Party and a member of the Majority Party
4. Majority Member - Appointed by the Ranking Member and a member of the Majority Party
5. Majority Member - Appointed by the Ranking Member and a member of the Majority Party
6. Majority Member - Appointed by the Ranking Member and a member of the Majority Party
7. Minority Member - Appointed by the Vice Chairman and a member of the Minority Party
8. Overseer - President of the Senate (placed at the discretion of the committee, has no vote)
SECTION III.
(a) Upon passage of this resolution, the members therein the Senate Committee on Foreign Affairs shall serve for a total tenure of two months before the Federal Elections Commission shall immediately host new elections. There is no maximum term limit for service on the Committee.
(b) Elections for the Chairman and Vice Chairman positions of the Senate Committee on Foreign Affairs shall take place on a public forum vote and last for a total of 24 hours before they will be automatically closed.
(c) The aforestated public forum must be continuously kept on the shout of the Congress group pertaining the group ID number of 761917 for the duration of the 24 hours of which the elections are being held for.
SECTION IV.
(a) Therein the Senate Committee on Foreign Affairs shall be the authority to vote on all foreign affairs nominees, peace treaties, wars, alliances prior to them being taken to the Senate floor for a final vote.
1. All foreign affairs nominees shall be known as the positions of; Secretary of State, Deputy Secretary(ies), and United States Ambassadors.
(b) Each and every nominee shall be entitled to a hearing in front of the Senate Committee on Foreign Affairs, upon a nominee filing a request for a hearing to the Committee, they will not be voted on until the hearing has concluded. (all members are not forced to be present at the hearing, however a minimum of three must attend and a transcript of the hearing must be made available to all those on the Committee)
(c) If a nominee fails in the Senate Committee on Foreign Affairs, their nomination will not move forward to the Senate floor for a final vote and their nomination will fail. (the nominee may be renominated to the Senate Judiciary Committee a minimum of one week later and the process will start over)
(d) A nominee shall count as failed once a majority have voted against him/her or a majority cannot be reached.
(e) A nominee shall count as passed once a majority have voted in favor of him/her.
SECTION V.
(a) Any member of the Senate Committee on Foreign Affairs may be removed from the Committee with a 2/3 vote from committee members.
(b) Any person appointed or elected to serve in place of a removed member will only serve for the remainder of that member’s term.
SECTION VI.
(a) Each and every member in the Senate Committee on Foreign Affairs shall have the authority to create motions, a motion will count as passed once a majority of the total members on the Committee have voted in favor of the motion, a motion will count as failed once a majority either cannot be reached or a majority vote against the motion.
SECTION VII.
(a) The quorum of the Senate Committee on Foreign Affairs shall be set to five.
(b) If the Committee does not meet quorum, they cannot conduct business until a quorum is met.
SECTION VIII.
(a) Any resolutions conflicting with this resolution are hereby repealed.
