Section 1: The noob master can bring up a recommendation to allow citizens to vote on either to declare war or not. In the nooconference area.
Section 2: The Vice-President, President, Founders, and Noob Master has twice the voting powers than the noob citizens.
Section 3: There must be a reason why you accept/made the recommendation to declare war on.
Section 4: The noob master cannot bribe the population to declare war on that group.
Section 5: If there's any kind of cheating involved like bribing, promises, etc. He/she will be punished based on the damage.
Section 6: as a requirement, group must have raided us once or more and did bad things to our group.
