As much as this would potentially iron out the "envy", so to say, of NBC to BC, it really doesn't get much simpler than this:
BC have to pay $5.95, or £4.89 in Pound Sterling. That is, unsurprisingly, a /minuscule/ amount; if anybody were unable to afford it, I'm sure it could be easily earned or asked off a parent or something. It's seriously not that much money no matter which social standing you're at.
