PREAMBLE
It is well known that in NUSA, the Defense Intelligence Agency was kept inactive by many of its leaders and it started serving very little purpose. I believe that it is an important agency (like any other one) and shall be given appropriate purposes and jurisdiction in order to become more relevant, more efficient and more helpful to the nation's defense and military, as it should be.
Be it enacted by the United States House of Representatives and by the Senate of the United States,
SECTION I. SHORT TITLE
This bill shall be known as the "Defense Intelligence Agency Purpose Act of 2017".
SECTION II. PURPOSE AND ENACTMENT
(a) There shall be a Defense Intelligence Agency, as an agency of the federal government of the United States of America, under the jurisdiction of the executive branch and of the President of the United States.
(b) There shall be a Director of the Defense Intelligence Agency, nominated by the President of the United States with the approval of the United States Senate. The Director of the Defense Intelligence Agency be the main representative of the agency, lead the agency, hire and manage employees. The President of the United States shall be able to fire the Director of the Defense Intelligence Agency or any other employee under the said agency, as it is part of the executive branch.
(c) The Defense Intelligence Agency shall be a component of the Department of Defense and of the Intelligence Community; and shall executive the decisions made by the decision bodies of the DoD, the IC and the President of the United States.
(d) The Defense Intelligence Agency, for being able to efficiently fulfill its purposes, shall:
(1) be considered as an intelligence agency, specializing in national defense and military intelligence;
(2) collect intelligence and inform national defense and military policymakers and leaders about the military intentions and capabilities of foreign governments and non-state actors, in terms of influence, military capabilities and other issues considered necessary;
(3) provide military intelligence to warfighters;
(4) provide intelligence on foreign militaries and operating environments that delivers decision advantage to prevent and decisively win wars;
(5) produce, analyze, and disseminate military intelligence information to combat and non-combat military missions;
(6) support the Department of Defense and the Intelligence Community in their actions and operations.
SECTION III. ORGANIZATION
(a) The Director of the Defense Intelligence Agency shall be the leader of the agency and manage it and its operations the way he considers best.
(b) The President of the United States shall appoint a Deputy Director of the Defense Intelligence Agency with the consent of the Senate. The said Deputy Director shall be in charge of assisting the Director and executive the given work. The Director may fire the Deputy Director.
(c) The Defense Intelligence Agency shall be organized in three directorates/offices. Each of these directorates/offices is headed by a Director appointed appointed by the Director of the Defense Intelligence Agency:
(1) Defense Clandestine Service (DCS) - DCS conducts clandestine espionage activities around the world and is the executive agent for human intelligence operations throughout the Department of Defense. Staffed by civilian and military personnel, the DCS works in conjunction with the Central Intelligence Agency's Directorate of Operations. It globally deploys teams of case officers, interrogation experts, field analysts, linguists, technical specialists, and special operations forces.
(2) Defense Attache System (DAS) - DAS represents the United States in defense and military-diplomatic relations with foreign governments around the world. It also manages and conducts covert human intelligence collection activities. Defense Attaches may assist and help the Secretary of Defense in diplomatic relations with foreign governments and militaries and coordinate military activities with partner nations.
(3) Defense Cover Office (DCO) – DCO is a DIA component responsible for executing cover programs for agency's intelligence operatives, as well as those for the entire Department of Defense.
(d) The Defense Intelligence Agency shall have a Director of Operations in charge of overseeing the works of the agency and assist all other high ranking officials. The Director of Operations of the Defense Intelligence Agency shall not be a high ranking member in any other agency that falls under the executive branch of the United States of America.
(e) The Director of the DIA may be able to hire any agency employees he considers appropriate and necessary to help conduct operations.
SECTION IV. LEGISLATION
All clauses of Acts and laws in effect contrary to the current bill shall be repealed upon the passage of this act.
