I am pretty sure someone created it for rat vs vak and the original owner was a rat not a vak.
they then leaked the map for practice because that is when final battles were big |

RAT's warzone place was Solstice, they had nothing to do with Fair City |

The first map was called The Vaktovian Fair City Warzone.
Being a ex-vak I am pretty certain VAK had created and the builders within the clan at the time made the map for practice. But hey, I could always be wrong |

VAK made Fair City Warzone as a proposal to RAT when they were negotiating the terms of the final battle. Eventually, they used Solstice City (RAT's map), but VAK initially wanted to fight at FCW. |

Vaktus made it.
If I remember correctly, There were two final battles to end the same war. One at each clan's warzone. |

I remember because I was in the unofficial (I think) solstice city server final battle, and queuing for the FCW final battle. |
