Were any weapons involved? With law enforcement, yes. The suspect was unarmed after patting him down.
Were arrests made or citations issued? No, we ended up releasing the suspect.
Was anyone injured, or ill? Not to my knowledge.
Was EMS/FD called to the scene? No.
If yes above, what was the arrest or citation for? N/A
Who was the caller? Call dismissed before I got a name
Who were the parties involved? FSP Troopers, some civilians around us, a SCSO Deputy, and a person on DOC (read detailed desc.)
What use of force was used, if any? I went hands-on with the suspect to put him in handcuffs, he did not resist though, and was pretty cooperative.

Detailed explanation of incident:
I had seen over the radio a call of someone 'being murdered.' There were no units that took the call, so I headed over there with a non-emergency response just to check it out. I happened to see a Trooper in the area, so I presumed the call was false, but I went on. Upon arrival at Firestone Apparel, I notice someone in what appears to be a law enforcement uniform, but not a Firestone law enforcement uniform with someone at gunpoint, then he lost his limbs. I called for backup as at that time, I wasn't sure what was going on. I did draw on the suspect as I wasn't sure what the nature of the apparent DOC CO's reason for stopping him was, and he became passively resistant, but to cool things down, I holstered my firearm and approached him, calming him down. I was able to take him into custody and pat him down, finding no weapons. I then sat him down on the curb and started questioning the apparent Correctional Officer about the situation.
He claimed that he received a call for prisoner transport and the man had got into the bus, and after being told multiple times to exit, he did not. I then expressed to him my concern of why he was out there and why he was out of uniform in the first place. He became upset when I told him that he needed to go back to the DOC. I frankly do not believe he was cleared to patrol, because his callsign was incorrect, he was in the wrong uniform, and last time I checked, DOC doesn't do one person transports. I ended up releasing the man I had put in handcuffs and called code 4 on the scene and left. My suspicions were confirmed about the correctional officer not having permission to be on the team when another CO requested us to arrest him if found, he left or got off the team before any further action could be taken.
I swear that there are no willful or intentional omissions or untrue statements in this statement, and I have filled this statement out to the best of my knowledge, both truthfully and detailed.
