In order to receive your desired rank, you'll have to meet certain
conditions.
Low Tier: Requires level 20-25
Medium Tier: Requires level 30-40
𝐀𝐍𝐃 2 𝐄𝐋𝐄𝐌𝐄𝐍𝐓𝐒 (And 20 points in Power)
High Tier: Requires level 60-70
𝐀𝐍𝐃 4 𝐄𝐋𝐄𝐌𝐄𝐍𝐓𝐒
Elder: Requires level 80-90

Council Members are decided after a current council member, and a clan member agree to a 1 on 1 duel, the winner then keeps/gets the council rank.
