Why isn't filtering automatic?

If filtering is required for all user input, why not automatically blanket it instead of requiring developers to know, and punishing them if they miss filtering one thing?

In all honesty, I believe the best way to improve upon the censoring issue is to simply remove and leave it up to the developers of the game wether or not they want their game censored (because plenty are against censorship). The creator and owner of ROBLOX Surf, Quaternions has had his game put under review multiple times because of him not using the censor function with his self-made chat system.
