i have a solution. there are no *perfect* solutions to this problem. first off i want to point out that its not a true democracy and the creators never wanted it to be.
- the district plan -
each state is split up into districts according to their amount of congressmen. this would get rid of the all or nothing scenario
all or nothing scenario is where say I win 1000 votes and Felgrim wins 1001
votes. thats not very equally representeed. the districted plan would help
help this greatly.
say a state has 3 districts and clinton would win 2 of the 3. donald would still get 1 electoral vote from the district he won. however, whichever candidate wins the state they get 2 extra electoral votes for winning that state which then will add up to 538 including DC. everyone is more equally represented and it would change elections. for example, in 2008 obama sill woul have won, but in 2012 mitt romney would have won by a little bit. it lowers the popuper vote gap and still allows small states to have some power.
a bad thing would be gerry mandering though. not that it doesnt happen already but it would put more emphasis on it.
tl;dr - evens representation and hears more voices across states
